CONSTITUTION OF THE KRANNERT GRADUATE STUDENT ASSOCIATION

UNDERLYING PURPOSES AND POLICIES OF THIS CONSTITUTION

We the students of the Krannert Graduate School of Management (KGSM), establish this constitution for the Krannert Graduate Student Association (KGSA).

The KGSA is hereby established as a means of representing the interests of the student body of KGSM. Through the establishment of an elected government, it shall provide a platform for the discussion of issues of student concern and act as the instrument by which student interest may be voiced to the administration of KGSM and Purdue University.

As an organizing body, the student government established shall facilitate the planning and implementation of student activities including social, cultural, professional development and educational programs designed to supplement the academic curriculum of KGSM students. It shall also act as an umbrella organization governing KGSA supported student organizations and coordinating the distribution of all available student activity funds to the student-run clubs and organizations recognized by the KGSA.

The KGSA Board represents the interests of the entire KGSM student body rather than any particular organization therein.

Article 1

KGSA Membership

1-101    Membership and participation are free from discrimination based on race, religion, color, sex, age, national origin or ancestry, marital status, parental status, sexual orientation, sexual identity, disability, or status as a veteran.

1-102    All registered KGSM students shall be represented by the KGSA.

1-103    KGSA membership is achieved by admission to a Krannert Graduate program through the funding granted by the Krannert Dean’s office or by paying dues, as designated by the current KGSA Board.

1-104    All KGSM students shall be entitled to:

(1)    Vote in all general elections of, or conducted by, the KGSA.

(2)    Participate in any or all KGSA sponsored or funded activities, although an entrance fee may be levied.

1-105    All KGSA members shall be entitled to:

(1)    Hold elective office for the KGSA.

(2)    Hold elective office within a student organization supported by the KGSA except pertaining to the position of “President” or otherwise named position within any club supported by KGSA.

(3)    Receive additional benefits and privileges as designated by the current KGSA Board.

(4)    No student is allowed to hold the position of president of more than one Purdue student organization.

Article 2

The KGSA Board

2-101    (1)  The KGSA Board shall be composed of:

(a)    Eight Elected Executive Officers: President; Vice President of Academic Affairs & Student Life; Vice President of Alumni Affairs & External Relations; Vice President of Marketing; Vice President of Finance; Vice President of Professional Development; Vice President of Organizational Development; Vice President of Events.

(b)    Three Appointed Executive Officers: Chief of Staff, Assistant to the President for One Year Programs; PGSG Senator for Krannert Masters Programs.

(c)    Four elected first-year representatives: 1 MSHRM representative and 3 MBA representatives.

(d)    All other first-year representatives elected or selected to represent one-year programs will form the One-Year Program Leadership Council, a sub-committee of the KGSA board, represented on the KGSA board by the Assistant to the President for One Year Programs.

(2)    The term(s) of office for KGSA Board members shall be as follows:

(a)   The Executive Elected officers shall take office at the beginning of Module 4 and shall hold office until the end of the next Module 3.

(b)   The first-year MBA/MSHRM representatives shall hold office from the date of their election in the Fall semester until the beginning of Module 4.

(c)   The Appointed Executive officers shall hold office from the semester appointed and serve at the pleasure of the current president of KGSA and the KGSA board.

(3)    A vacancy occurring with any Executive Elected Officer on the Board shall follow the procedures in Article 4 and be filled by a special election.

2-102    The KGSA Board shall have the following rights and powers:

(1)    The only student organization that can represent the entire student body of KGSM.

(2)    The right to establish a charter that dictates KGSA expectations for any university-approved student organization requesting access to the KGSM (i.e. KrannertLife website, Club Fairs and Club Funding), insofar as the activities of such an organization do not encroach upon authority lawfully vested in the KGSA by this constitution or affect the professional image and sense of community of the KGSM.

(3)    Procure and allocate KGSA funds; and to promulgate guidelines for the generation and use of these funds.

(4)    Approve all KGSA budgets.

(5)    Remove from office any member of the KGSA Board.

(6)    Establish such committees and leadership roles as may be necessary to the effective operation of the KGSA.

(7)    Make all bylaws necessary to execute the foregoing powers and any other powers vested by this constitution in the KGSA.

(8)    Attend all regularly scheduled KGSA meetings and any special sessions. Two or more absences without excuse from regularly scheduled meetings shall be grounds for review by the rest of the KGSA Board.

2-103   Meeting Procedures

(1)    Motions may be proposed by the KGSA Board Members only.

(2)    Each Board Member shall be entitled to one vote. The president shall break all ties. Proxy or absentee votes shall not be permitted.

(3)    A motion for the removal of any KGSA Board Member shall be presented during the course of a regular meeting of the Board, discussed thoroughly, and then voted upon by secret ballot. Four fifths (4/5) of the Board membership must be present to vote on a motion for dismissal and a two-thirds (2/3) vote of those present shall be required to effect a dismissal.

(4)    The following provisions shall be established for meetings of the Board:

(a)    KGSA Board meeting protocol shall be determined by a 2/3 vote of the KGSA Board.

(b)    The presence of at least 2/3 members, of which one of those must be the president, shall constitute a quorum for conducting business of the Board, except where otherwise specified in this constitution.

(c)    All meetings of the Board shall be open to the administration, faculty, and students of KGSM, unless a meeting is specifically closed.

Article 3

The KGSA Board Duties

3-101    The KGSA Board shall direct and carry out the administrative functions as may be necessary.

3-102    The following shall be the powers and duties of the President of the KGSA:

(1)    Be the official representative for the KGSM student body on all occasions.

(2)    Chair each KGSA Board member meeting.

(3)    Be responsible for and direct the KGSA Board.

(4)    Be an ex-officio member of all KGSA committees.

(5)    Appoint the Chief of Staff, Assistant to the President for One-Year Programs, chairpersons of all KGSA ad hoc committees as needed, subject to the approval of the Board.

(6)    Appoint the delegates to all KGSA related conferences, with the approval of the Board.

(7)    Be responsible for and direct the Student Organizations Presidents’ Meetings.

(8)    Be responsible for and direct the KGSA Finance Sub-committee Meeting.

(9)    Be responsible for and direct the One-Year Programs Leadership Council.

3-103    The following shall be the powers and duties of the Vice President of Academic Affairs & Student Life:

(1)    Serve as chairperson of the Academic Affairs committee consisting of the Course Academic Representatives.

(2)    Attend faculty meetings as deemed appropriate, in an effort to remain aware of current issues concerning faculty and students.

(3)    Address faculty and student concerns on an as needed basis as they relate to academic affairs.

(4)    Monitor Krannert graduate student study rooms and curriculum concerns from faculty and students.

(5)    Chair the Krannert Diversity Committee and encourage cultural diversity among the student body.

(6)    Serve as a liaison between domestic and international students to the KGSA Board and the administration.

(7)    Plan the KGSA-sponsored Case Competition(s).

(8)    Be responsible for all budgeting and team development for Case Competitions not co-sponsored by another Krannert Graduate student organization.

(9)    Other duties as assigned by KGSA president.

3-104    The following shall be the powers and duties of the Vice President of Organizational Development:

(1)    Responsible for all the activities that qualify as contributing towards organizational development of KGSM students.

(2)    Serve as a voting member of the KGSA Finance Sub-committee.

(3)    Act as a liaison between KGSM sponsored student organizations, including GISMA organizations, and KGSA.

(4)    Chair the Krannert Graduate Club Council.

(5)    Coordinate all Krannert First Year Representative and Executive Board elections.

(6)    Other duties as assigned by the KGSA president.

3-105    The following shall be the powers and duties of the Vice President of Professional Development:

(1)    Responsible for all the activities that qualify as contributing towards the professional development of KGSM students.

(2)    Act as a liaison between the Management Placement Office (i.e. KPDC) and the student body by communicating and facilitating student concerns regarding internship and permanent placement.

(3)    Develop and chair the Krannert Graduate City Trek Committee.

(4)    Other duties as assigned by KGSA president.

3-106    The following shall be the powers and duties of the Vice President of Events:

(1)    Be responsible for the planning and scheduling of all KGSA social activities, like .the annual Culture Fest event and Tailgates.

(2)    Coordinate with the Masters Office in planning the Masters Students Social Hour.

(3)    Other duties as assigned by the KGSA president.

3-107    The following shall be the powers and duties of the Vice President of Finance (Treasurer):

(1)    Keep accounts, deposit the organization’s funds, and make expenditures for KGSA; including transfers to KGSA supported organizations, in a manner approved by the Business Office for Student Organizations.

(2)    Maintain a record of all KGSA fiscal activities.

(3)    Chair the KGSA Finance Sub-committee.

(4)    Be responsible for and direct the budgeting process for the KGSA Finance Sub-committee:

  1. Establish budget policies consistent with the KGSA Finance Charter.
  2. Solicit and negotiate funding requests from the KGSM student body.
  3. Assemble and distribute budget request packages to KGSA Board members sitting on the Finance Sub-committee to provide transparency and accountability.
  4. Report on the budget to the students and administration.

(5)    Be responsible for presenting to and requesting funding from the Dean’s Office for the KGSA Board recommended events or programs by the end of the KGSA Board’s first Module in office.

(6)    Provide a list of funding approved for each KGSA supported organization for inspection by any KGSA member.

(7)    Be responsible for disbursement of funds and assistance in travel planning related to KGSA budgeted activities.

(8)    Other duties as assigned by the KGSA president.

3-108    The following shall be the powers and duties of the Vice President of Alumni Affairs & External Relations:

(1)    Establish and maintain contact with the Krannert Alumni, including the Krannert Alumni database.

(2)    Oversee the alumni mentor programs.

(3)    Work with the appropriate Dean’s office representative to coordinate alumni relations.

(4)    Attend alumni panels and Krannert School Alumni Association (KSAA) meetings.

(5)    Plan and promote the annual alumni golf outing.

(6)    Other duties as assigned by the KGSA president.

3-109    The following shall be the powers and duties of the Vice President of Marketing:

(1)    Maintain all KGSA communication guidelines and KGSA’s marketing and brand strategy.

(2)    Serve as the editor of the KGSA newsletter.

(3)    Maintain the Krannert Life website via timely updates.

(4)    Collaborate with KGSM organizations to disseminate information regarding all KGSM activities on a regular basis.

(5)    Maintain the KGSA website and regularly monitor the KGSA email account.

(6)   Other duties as assigned by the KGSA president.

3-110    The following shall be the powers and duties of the Assistant to the President for One-Year Programs:

(1)    Chair the One-Year Programs Leadership Council.

(2)    Serve as the liaison between the KGSA Board and the One-Year Programs Leadership Council.

(3)    Help plan and execute new KGSA events or programs targeted to the students in the graduate programs represented on the council.

(4)    Other duties as assigned by the KGSA president.

3-111    The following shall be the powers and duties of the Chief of Staff:

(1)    Develop and maintain all minutes of KGSA Board meetings.

(2)    Maintain the official record of KGSA membership.

(3)    Serve as a voting member of the KGSA Finance Sub-committee.

(4)    Serve as the Parliamentarian for KGSA meetings.

(5)    Serve as the Historian for all KGSM.

(6)    Be responsible for asset management of all materials (i.e. camera, grill etc) owned by the KGSA Board.

(7)    Meet regularly with, and serve at the discretion of, the KGSA president in executing presidential initiatives.

(8)    Other duties as assigned by the KGSA president.

3-112    The following shall be the powers and duties of the MBA & MSHRM first-year representatives:

(1)    Serve as the liaison between the KGSA Board and their class, and encourage participation from their class.

(2)    Help plan and execute new KGSA events or programs targeted to the integration of all students.

(3)    Other duties as assigned by the KGSA president.

Article 4

Elections

4-101    The exact dates and procedures of elections by the KGSA Board shall be subject to the 2/3’s vote approval. The following rules apply to the electing of officials of the KGSA Board and all student organization officers.

4-102    Eligibility

(1)    All election candidates must be current full-time, good-standing students, in accordance with the university policy, in the Krannert Graduate School of Management seeking an MBA, MSHRM or other Krannert Masters degree.

(2)    All election candidates must be members of KGSA as defined by section 1-103 of this document at the commencement of the election process.

(3)    No student is allowed to hold the position of president of more than one Purdue student organization.

4-103    KGSA Board election procedures

(1)    KGSA President and Vice Presidents elections must be completed before the end of the 3rd module. 1st year representative elections and the selection of an Appointed Executive officer must be completed within the first four (4) weeks of classes.

(2)    Candidates must submit letters of intent and strategic plans for the positions before the date specified by the KGSA Board.

(3)    Candidates will deliver a spoken address to the KGSM body.

(4)    Voting for KGSA Executive Officers will take place electronically. All presidential candidates are placed on one ballot, or in one electronic voting section. Students may only vote for one presidential candidate. All vice-presidential candidates are placed on one ballot or in one electronic voting section. Students may vote for one candidate per vice-presidential role.

(5)    First year representatives are separated into two ballots or electronic voting sections: MSHRM candidates, and MBA candidates. Only First Year Students may vote for one MSHRM candidate, and up to three MBA candidates.

(6)    In the event of a tie, a run-off between the tied candidates will occur.

4-104    KGSA supported student organization elections

(1)    Student organization officer elections or appointments will be held during the specified Elections Weeks during module 3, as established by the KGSA Board and Krannert Graduate Club charter.

(2)    Student organization First Year Representative elections or appointments will be held during the specified Elections Weeks during module 1, as established by the KGSA Board and Krannert Graduate Club charter.

(3)    Selection of student organization officers will be administered according to each student organization’s club charter after the KGSA board elections.

(4)    Each potential candidate for Club President of a Krannert graduate student supported organization must also be a member of the KGSM.

(5)    All candidates must follow the procedures established by each clubs constitution and the KGSM club charter.

Article 5

KGSA Clubs

5-101    KGSA supported organizations are defined as those university approved organizations that follow the KGSM Club Charter.

5-102    In order to start a new club under the KGSA umbrella, the club must first gain charter with the university through BOSO and SAO. Once the club is approved through the university, club leaders will work with the KGSA board to meet the requirements of the KGSM Club Charter.

5-103    New clubs shall not encroach on the mission or any previously existing KGSM clubs.

Article 6

Amendments

6-101    Any amendment to this constitution shall be proposed in the form of a motion, discussed at a regularly scheduled board meeting, and finally voted upon at a time no earlier than the second meeting following.

6-102    A two-thirds (2/3) vote of the Board, with at least four fifths (4/5) of the entire board membership being present and voting, shall be necessary to make any amendment to the constitution.

6-103    Amendments will be attached to this constitution at its end or, if applicable, in the appropriate locations in the text.

6-104    Once amendments have been voted upon and ratified, they shall become effective at midnight following its enactment.

6-105    All amendments to the constitution and bylaws are subject to the approval of the Office of the Dean of Students.

Article 7

Effective Date and Repealer

7-101    This Act shall become effective at the beginning of Module Four (4) following its enactment. It also applies to transactions entered into and events occurring after that date.

7-102    Except as provided all acts and parts of acts inconsistent with this Act are hereby repealed.

As representatives of the Krannert Graduate Student Association, we adopt this constitution as the official governing document of this organization.
